Facebook blocked option to send invite to all friend for a Page , as many Admin use the Select all JavaScript to invite all  friends to a Page now you are limited to 49 Friends at one invite if you chose more the invite will not get received. The limit should protect from Invite Spam. Not conformed but these could also affect Event invites .
